Introduction

The Capital Region Transportation Planning Agency (CRTPA), assisted by Kimley-Horn and Associates, has begun the process of developing a Corridor Master Plan (CMP) for the segment of Woodville Highway from Capital Circle, Southeast to Gaile Avenue. This segment of Woodville Highway is 1.7 miles in length and much of the corridor is a rural two-lane highway with a posted speed limit of 45 miles per hour, no sidewalks or bike lanes; however the St. Marks Trail does parallel the roadway on the western side of the roadway, within the Florida Department of Transportation’s right-of-way. The land uses surrounding this segment range from residential and civic uses to commercial and industrial uses. The CMP will include the study of land uses, environmental features, community and social features, and general engineering constraints that will drive the current and future transportation needs of the corridor.
 
The CRTPA’s project team will involve the community at several stages during the development of the CMP, so that citizens needs and concerns can best be captured. The CMP will include both short-term (20 to 25-year) and long-term (40 to 50-year) multi-modal recommendations for improving transportation along the corridor, improving multi-modal connectivity for the communities surrounding the corridor, and encouraging land use and development that is conducive with the future vision. The CMP is anticipated to require approximately one-year to complete.
Once the CMP is finished, a Project Development and Environment (PD&E) Study to support the short-term recommendations will continue. The PD&E study will follow processes consistent with the state and federal requirements making the future short-term improvements available for federal funding. The PD&E Study will include additional, more detailed, study of the recommendations and the relationship and impact the recommendations would have on social, cultural, and environmental features, as well as further engineering of the recommendations. Additional opportunities for public input will occur during the course of the PD&E Study, which is anticipated to culminate one-year after the completion of the CMP.

Public Kick-Off Meeting

The Capital Region Transportation Planning Agency (CRTPA) is beginning the process of developing a Corridor Master Plan for the Woodville Highway Corridor from Capital Circle Southeast to Gaile Avenue. A Kick-off Meeting is scheduled for July 15, 2010, from 6:00 p.m. to 7:30 p.m. at The Jack McLean, Jr. Community Recreation Center at 700 Paul Russell Road, Tallahassee, Florida 32301 to familiarize the community with the project, the master planning process, and begin to get public input into the development of the Master Plan. The map on the reverse of this shows the study area for this project, the Woodville Highway Corridor, and the meeting location.
This Kick-off Meeting will be an opportunity for the CRTPA and its consultant Kimley-Horn and Associates, Inc. to introduce the project; discuss the schedule and opportunities for public input into the Corridor Master Plan; and for the community to share information about the area, provide comments, and ask questions of the project team. The schedule for the meeting is as follows:
· 6:00 p.m. – Informal gathering and discussion with project team
· 6:30 p.m. – Presentation by project team, followed by comment and question period
· 7:30 p.m. – Meeting is concluded
